Former
natural-born Filipinos who are now naturalized citizens of another
country can buy and register, under their own name, land in the
Philippines but limited in land area (see below). However, those who
avail of the Dual Citizenship Law can buy as much land as any other
Filipino citizen.
Under Republic Act 9225 (Dual Citizenship Law of 2003), former Filipinos
who became naturalized citizens of foreign countries are deemed not to
have lost their Philippine citizenship, thus enabling them to enjoy all
the rights and privileges of a Filipino.
Steps to Gain Dual Citizenship:
· If you
are in the Philippines, file a "Petition for Dual Citizenship and
Issuance of Identification Certificate (IC) pursuant to RA 9225” at the
Bureau of Immigration (BI) and for the cancellation of your alien
certificate of registration.
· Those
who are not BI registered and overseas should file the petition at the
nearest embassy or consulate.
Requirements:
· Birth
certificate authenticated by the National
Statistics Office (birth
certificate from the NSO can be requested online and mailed to you)
· Accomplish
and submit a “Petition for Citizenship and Issuance of Identification
Certificate (IC) pursuant to RA 9225” to a Philippine embassy, consulate
or the Bureau of Immigration.
· Pay a
$50.00 processing fee, schedule and take an "Oath of Allegiance" before a
consular officer.
· The
Bureau of Immigration in Manila receives the petition from the embassy
or consular office. The BI issues and sends an Identification
Certificate of citizenship to the embassy or consular office.
If a
former Filipino who is now a naturalized citizen of a foreign country
does not want to avail of the Dual Citizen Law, he or she can still
acquire land based on BP (Batas Pambansa) 185 & RA (Republic Act)
8179 but limited to the following:
For Residential Use (BP 185 - enacted in March 1982):
· Up to
1,000 square meters of residential land.
· Up to
one (1) hectare of agricultural of farm land.
For
Business / Commercial Use (RA 8179 - amended the Foreign Investment act
of 1991):
· Up to
5,000 square meters of urban land.

San Leandro-based fighter Nonito Donaire made a successful
debut at junior featherweight Saturday evening as he
won a split decision over Wilfredo Vazquez, Jr. Donaire won 117-110
on two of the three scorecards, with the third judge scoring the fight
115-112 for Vazquez in a rather curious decision.
Donaire claimed the vacant WBO super bantamweight title with the win,
but it was not without a cost. As the broadcasters mentioned in the
12th round, Donaire injured his hand at some point during the fight.
Initially they said it was his right hand, but after the fight when
Donaire removed his gloves, there was blood on his left hand. Reports
indicate the injury may have occurred in the second or third round,
which would explain why Donaire was not going to the body more, but
rather aiming for the quick knockout.
After the fight, Top Rank's VP of Boxing Ops
Carl Moretti tweeted out a picture of the hand after the fight (h/t Bad
Left Hook). Full details of the injury will likely take a day or
two to come out, but it seems pretty clear the Filipino Flash had to gut
out a tough injury to win this fight. Even though Donaire was the

Original Story
San Leandro-based Filipino fighter Nonito Donaire overcome a
battered left hand to secure a split decision Saturday evening over
Wilfredo Vazquez, Jr. Donaire claimed a pair of 117-110 decisions, while
losing a baffling 115-112 decision on a third scorecard as he won his
debut fight in the junior featherweight ranks. The fight was quite close
in the middle rounds, but Donaire seemed to put it away late after
dropping Vazquez for an eight-count in the ninth round. I suppose a
questionable scorecard should not be surprising in boxing.
I had the fight scored 117-110 for Donaire, in spite of the fact that
Donaire spent much of the fight head-hunting for a quick knockout. He
rarely went for body shots and instead continually lined up head shots.
By the last round it become apparent why he was operating in that
manner. The broadcast mentioned that they had learned Donaire had
injured one of his hands earlier in the fight. After the fight ended and
Donaire removed his gloves, there was quite a bit of blood on his left
hand. With that in mind, it made a lot more sense that he would not be
prepared to take his time with a bunch of body shots.
The fight started off fairly slowly with the first few rounds going
to Donaire as he was simply the more active fighter. However, once we
reached the fourth round, Vazquez found his way as he began to
consistently land a jab. He become more active and was starting to land
the jab at will. He slowly began to accumulate rounds and was looking
right back in the fight heading into the ninth round.
However, early in the ninth, Donaire caught him flush with a right
and then a left uppercut, before putting him down with a left hook.
Vazquez took the standing eight-count, but in spite of what one judge
scored it, that effectively marked the end of the fight. Vazquez claimed
the final round, but the 10-8 round pushed this fight a little too far
out of reach. He stunned Donaire a couple times with some big shots, but
was never able to take advantage.

CEBU CITY (4th Update, 2:50 p.m.) – Panic envelopes Cebu City
due to a tsunami scare brought about by the 6.9-magnitude earthquake
that hit Cebu and Negros islands at 11:49 a.m. Monday.
People were running in the streets, cars were abandoned and traffic
was jammed following reports that the seawater was rising in the coastal
areas of Cebu City.
The Philippine
Institute of Volcanology and Seismology (Phivolcs) issued tsunami alert 2
over the east coast of Negros and western Cebu. It warned that the
quake could trigger 3-foot (1-meter) waves. The Pacific Tsunami Warning
Center did not issue a warning.
People gather around Fuente Osmeña Circle in Cebu City for safety after
the magnitude-6.8 quake. (Nini Cabaero)
The US Geological Survey (USGS) recorded the quake that hit central
Philippines at 11:49 a.m.
The earthquake’s epicenters were reported 72 kilometers north of
Dumaguete, Negros Oriental, 74 kilometers west north west of Tagbilaran
Bohol and 80 kilometers west south west of Cebu.
Science and Technology Secretary Mario Montejo said four aftershocks
were recorded by the Phivolcs.
People rushed out of schools, malls and offices during the quake.
Officials in some areas suspended work.
A child died when a concrete fence of a house collapsed in Tayasan
town in Negros Oriental province, said Benito Ramos, who heads the
Office of Civil Defense.
A mall in San Carlos city in neighboring Negros Occidental province,
also on Negros Island, was damaged when its windows were shattered by
the shaking, he said.
The quake was also felt in central Cebu city, the country's second
largest, where it lasted about 30 seconds.
In Bacolod, three schools have so far suspended their classes. These
are Tay Tung High School, St. John’s Institute and University of St. La
Salle-Bacolod.
The local disaster council reported the quake at 6.9 magnitude. Bob
Mahadali, a Bacolod resident said he felt the shaking for around 30
seconds.
In Cebu City, court employees rushed out from the Palace of Justice
suspending court proceedings. Employees in Cebu City’s IT Park were also
